Chinese Authorities Take Action to Regulate Online Platform Algorithms
Chinese authorities issue notice to regulate online platform algorithms. The notice addresses concerns such as "information cocoons" and price discrimination. Tech companies urged to conduct self-assessments for fair algorithmic use.
The notice aims to address various algorithm-related concerns, including the creation of "information cocoons" through homogenised content recommendations, manipulation of trending topics across platforms, exploitation of workers in new employment sectors like food delivery services, price discrimination based on big data against loyal customers, and the absence of beneficial algorithmic services that safeguard users' legitimate rights and interests.
This move by Chinese authorities underscores the importance of tech companies conducting comprehensive self-assessments and making necessary corrections to ensure the fair and ethical use of algorithms. The initiative seeks to protect citizens from exploitation and misinformation prevalent in online platforms.
To facilitate the process, the Cyberspace Administration of China has established a dedicated email address, suanfa@12377.cn, for reporting typical issues related to online platform algorithms. The public is encouraged to report and monitor such issues until February 14, 2025.
Key points highlighted in the notice include:
Preventing the formation of "information cocoons" and prohibiting the promotion of highly homogenised content that fosters user addiction.
Requiring platforms to disclose the principles governing their algorithms to enhance transparency.
Mandating platforms to reveal algorithmic rules in areas like food delivery to mitigate issues such as compressed delivery times leading to higher overtime rates and traffic violations.
Prohibiting the use of user characteristics for differentiated pricing and emphasising the optimisation of algorithmic services for minors and the elderly.
In China, major platforms such as Douyin, Weibo, and Taobao utilise algorithms to tailor content based on user preferences. However, concerns over precise user targeting, content manipulation, and potential exploitation have prompted authorities to take proactive measures to regulate online platform algorithms.
