China Proposes Global Artificial Intelligence Body at APEC Summit

Chinese President Xi Jinping proposed establishing a global body to govern artificial intelligence at a meeting of APEC leaders. This initiative aims to position China as an alternative to the United States regarding trade cooperation.

These comments mark the first time the Chinese leader has spoken on an initiative Beijing unveiled this year. The United States has previously rejected efforts to regulate artificial intelligence in international bodies.

Xi stated a "World Artificial Intelligence Cooperation Organisation" could establish governance rules and enhance cooperation. He described artificial intelligence as a "public good for the international community."
"Artificial intelligence is of great significance for future development and should be made for the benefit of people in all countries and regions," Xi said in remarks published by Xinhua, the official news agency. Chinese officials indicated the organisation could be based in Shanghai, a major commercial hub.
U.S. President Donald Trump did not attend the APEC leaders' summit in Gyeongju, South Korea. He flew back to Washington after a separate meeting with Xi.
Talks between Xi and Trump resulted in a one-year deal to partially roll back trade and technology controls. These controls had previously increased tension between the world's two largest economies.
Advanced chips from California-based Nvidia are crucial to the artificial intelligence boom. However, China-based developer DeepSeek has introduced lower-cost models, which Beijing has adopted in a push for "algorithmic sovereignty."
Xi also urged APEC to promote the "free circulation" of green technologies. This cluster of industries, including batteries and solar panels, is largely dominated by China.
APEC members approved a joint declaration and pacts addressing artificial intelligence and the challenge of ageing populations at the meeting. China is set to host the 2026 APEC summit in Shenzhen.
Shenzhen is a significant manufacturing hub for industries ranging from robotics to electric car production. Xi noted the city, with nearly 18 million residents, transformed from a fishing village into one of China's first special economic zones in the 1980s.
APEC serves as a consultative forum comprising 21 nations. Together, these countries represent half of global trade.
