The United States recently announced proposed laws aiming at prohibiting or mandating notification of certain AI and other technology investments in China, citing potential national security risks.
Fu Cong, China's ambassador to the UN, expressed strong opposition to these penalties, underlining the importance of international cooperation in AI capacity building. The UN General Assembly, with the consensus of its 193 member states, adopted a resolution drafted by China to enhance collaboration in the field of AI.
The resolution calls for the international community to establish a fair, open, inclusive, and non-discriminatory business environment throughout the life cycle of safe, secure, and trustworthy AI systems. Ambassador Fu denounced US moves, claiming that they impede the development of an inclusive economic environment, and urged Washington to reconsider its decision.
China worries that the US government's position and actions will impede the healthy development of AI technology. Furthermore, there is concern that these efforts would result in a breakdown in global AI norms and laws.
The proposed restrictions by the US Treasury Department were published in response to an executive order signed by President Joe Biden in August, which sought to prohibit the transfer of US technology expertise to China as well as Chinese dominance in global markets.
