South Korea Warns Google and Apple of Potential Fines Over App Marketing
Updated: Dec 30, 2023
[Edited] In a move that could have significant financial implications, South Korea's telecommunications regulator has accused Google and Apple of abusing their dominant positions in the app market.

The Korea Communications Commission (KCC) has warned the tech giants of possible fines amounting to a staggering $50.5 million.
According to the KCC, both Google and Apple have allegedly coerced app developers into using specific payment methods and caused unjustified delays in the app review process. These actions are seen as a violation of fair competition practices and have prompted the regulator to take action.
The KCC has issued a "pre-notice" to the companies, notifying them of the need for corrective measures. The regulator will deliberate on the fines to be imposed as a result of these alleged violations.
In response to the accusations, Google has stated that they will carefully review the KCC's decision and provide a response accordingly. Apple, on the other hand, has expressed disagreement with the conclusions made by the KCC and believes that the changes they have implemented in the App Store comply with the Telecommunications Business Act.
This development comes after South Korea passed an amendment to the Telecommunication Business Act in 2021, which prohibits app store operators from forcing software developers to use their payment systems. The KCC argues that Google and Apple's enforcement of specific payment methods and Apple's discriminatory charging of fees to domestic app developers undermine the purpose of the law, which is to promote fair competition.
The potential fines that could be imposed on Google and Apple are substantial. The KCC has the authority to levy fines of up to 68 billion won ($50.47 million), with Google facing a possible fine of 47.5 billion won and Apple facing a potential fine of 20.5 billion won.
This regulatory action by South Korea highlights the growing scrutiny faced by tech giants regarding their market dominance and practices. It also serves as a reminder that even industry leaders are not immune to regulatory intervention when it comes to ensuring fair competition and protecting the interests of app developers.
The outcome of this case will be closely watched, as it could set a precedent for similar actions against other tech companies around the world. The fines, if imposed, could also have a significant impact on the financial performance of Google and Apple in the South Korean market.
