Shanghai Sets Satellite Internet Goals Featuring Laser Links And Artificial Intelligence

Shanghai has issued an action plan for satellite internet covering the period through 2030, detailing technical targets for satellites, payloads, ground systems, and consumer access. The municipal government aims to support more than 3,000 satellites in orbit and achieve a network capacity above 150 Tbps.

Satellites must switch routes between one another in under 5 milliseconds with a success rate above 99.9%. A single satellite will carry more than 30 POPS of artificial intelligence computing to process data in orbit.
Payload targets include inter-satellite laser links faster than 400 Gbps, 100 Gbps of capacity per satellite, and phased-array antennas with at least 32 beams. Ground infrastructure will include telemetry and control centres in Pudong and Songjiang, alongside a simulation platform capable of modelling more than 10,000 satellites.
Consumer sections of the plan focus on direct-to-phone and portable-terminal satellite access to fill coverage gaps. Operators are asked to offer discounted plans to help bring users onto the service.
The targets set by the city are projections for 2030 rather than capabilities already demonstrated in orbit.
Shanghai released an action plan outlining satellite internet targets for 2030.
The framework calls for more than 3,000 satellites in orbit, inter-satellite laser links exceeding 400 Gbps, and onboard artificial intelligence computing.
Ground systems will feature control centres in Pudong and Songjiang with a simulation platform for over 10,000 satellites.
Consumer access includes direct-to-phone connectivity and discounted plans to bridge coverage gaps.
