Huawei Unveils AI Agent Phone, Computing Cluster at WAIC

Huawei Technologies is set to unveil its next-generation computing cluster and what has been described as the world's first artificial intelligence agent phone. This will occur at the upcoming World Artificial Intelligence Conference in Shanghai, where China continues to focus on developing its artificial intelligence capabilities.

The World Artificial Intelligence Conference, marking its ninth iteration since 2018, will run from July 17 to July 20. This year's event in Shanghai includes the initial physical exhibition of Huawei's Atlas 950 SuperPoD, according to reporting by SCMP. Tang Wenkan, director of the Shanghai Municipal Commission of Economy and Informatisation, confirmed this development at a recent press briefing. The Atlas 950 SuperPoD computing cluster was first presented by Huawei last year. It operates using 8,192 Ascend neural processing unit cards. This system has been optimised for artificial intelligence neural networks and machine learning applications.


And this year's conference will also feature the debut of "the world's first AI agent phone," as noted by Mr Tang, though the developer remains unnamed. Other notable presentations are expected to include MiniMax's M3 multimodal model, an agent operating system from StepFun, and a near-memory computing 3D chip developed by Dongfang Suanxin. New humanoid robots and dexterous robotic hands are also slated for display at the event.


The WAIC agenda covers various industry topics. These include world models, open-source agents, artificial intelligence coding, the token economy, and companies that employ artificial intelligence to replace human staff. Wang Ruomeng, an official from the National Development and Reform Commission, reported that China's shipments of artificial intelligence phones and computers surpassed 100 million units in 2025. This segment is projected to surpass non-artificial intelligence gadgets in shipments this year.


But the conference will also draw significant academic presence. High-profile speakers scheduled to attend include Nobel and Turing award recipients. Among them are Richard Sutton, identified as "the father of reinforcement learning," and Yoshua Bengio, a deep-learning pioneer and University of Montreal professor. His colleague, Gilles Brassard, a scholar in quantum cryptography, will also speak. Andrew Yao Chi-Chih, a renowned computer scientist who departed the United States two decades prior to teach at Tsinghua University in China, completes this list of notable academics.


Shanghai's artificial intelligence sector has become a primary driver for the city's economic expansion, according to vice mayor Chen Jie. In 2025, the 394 large-scale artificial intelligence organisations operating in Shanghai registered a combined scale exceeding 637 billion yuan, which equates to approximately USD 94 billion. This figure represents an annual growth of nearly 40 per cent. The city has formally approved 169 large artificial intelligence models and established a computing capacity exceeding 160,000 petaflops. A single petaflop performs 1 trillion calculations each second.


And this event aligns with Beijing's broader national strategy. The government is positioning artificial intelligence as a core component of technology-led growth under its 15th five-year plan. Concurrently, China seeks to play a more substantial role in shaping global artificial intelligence governance frameworks. Sun Xiaobo, China's foreign ministry coordinator for artificial intelligence affairs, confirmed the nation's intention to foster a "global partnership" in artificial intelligence. This partnership aims to strengthen international governance and cooperation in the field.


Preparations for the World Artificial Intelligence Cooperation Organisation have shown "positive progress," Mr Sun stated. Premier Li Qiang initially proposed this organisation on behalf of the government at last year's WAIC. This indicates ongoing efforts to formalise international collaboration structures within the artificial intelligence domain.
