Huawei Joins OpenAI, Google in AI Standards Alliance

Huawei Technologies, a Chinese technology firm, has formally joined an alliance dedicated to developing global open-source standards for agentic artificial intelligence. This move involves collaboration with US-based companies OpenAI and Google, among other industry leaders. The engagement marks a notable instance of partnership between a Chinese entity under US sanctions and its American counterparts in the field of global AI standards.

The Agentic AI Foundation (AAIF) recently announced Huawei as one of 97 new member organisations. This expansion brings the total membership of the foundation to 146 organisations. The Linux Foundation, a non-profit organisation supporting open-source technology, launched the AAIF late last year with a stated mission to unite advanced technology and open-source governance.

Its objective is to shape the future of accessible and open AI. Founding members of the AAIF include prominent industry players such as OpenAI, Anthropic, Google, and Microsoft. So, the rapid growth in membership indicates a strong industry demand for shared, open standards across the sector.


Huawei and Beijing-headquartered PC manufacturer Lenovo are the first Chinese companies to join the foundation. Most other members originate from Europe and North America. Both Huawei and Lenovo were among 18 new "gold members" to enter the body, a second tier of membership, alongside financial services corporation JPMorgan Chase and Japanese conglomerate Hitachi.


Agentic AI refers to artificial intelligence systems capable of executing tasks with a high level of autonomy and reliability. This field is widely considered to be the next significant frontier in AI development, prompting technology giants globally to develop new products. And, recent advances in agentic AI, including OpenAI's OpenClaw and Anthropic's Claude Code, have drawn international attention and affected market movements in the US.


Huawei holds a significant position within China's AI industry. This is attributed to its offerings in domestically produced semiconductor chips and digital infrastructure. The company has developed notable open-source AI software in China, such as MindSpore, a deep learning framework, and Compute Architecture for Neural Networks. The latter is a software designed to function with its Ascend semiconductor chips.


Despite its industry standing, Huawei has been a frequent target of US sanctions, which include export control regulations restricting the international use of its Ascend chips. But, Huawei has previously established itself as a global leader in setting standards for emerging technologies, including 4G and 5G. Some experts have suggested that US sanctions might deter American companies from participating in standards-setting bodies that include Huawei, potentially allowing Chinese companies to gain influence within key international institutions, such as the United Nations.


Academics Wei Yang and Yurong Zhang noted in a publication the previous year that Huawei "serves as a paradigm of technology catch-up through standardisation, transitioning from a latecomer enterprise to a leading multinational company." Bill Ren Xudong, Huawei's chief open-source liaison officer, commented that agentic AI forms a core component of the Shenzhen-based company's operations. He expressed enthusiasm for working with other member firms, stating a belief that open-source collaboration will lead to new innovations that benefit all. The AAIF plans to host a forthcoming summit for its members in New York City.
