China has established a new enterprise owned by the state, the National Data Group Co, tasked with managing vast national data resources. This development aims to accelerate the nation's artificial intelligence industry and its digital economy. Concurrently, Beijing is considering proposed export bans and controls on artificial intelligence technologies, actions that analysts suggest will tighten its grip on a strategically important sector.

The National Data Group Co, based in the Xiongan New Area in northern Hebei province, has received a mandate to develop and use data resources, unlock the value of data elements, serve AI development, and foster a data industry ecosystem. Xinhua, a state news agency, reported these objectives. Vice-Premier Ding Xuexiang described the creation of the enterprise owned by the state as a major strategic decision from the party leadership, under President Xi Jinping. This action is considered crucial for China to seize the initiative in AI development, build a 'digital China', and create new national competitive advantages, as quoted by Xinhua.

And the establishment of this new company aligns with Xiongan's ongoing efforts to cultivate its own industries and attract technology firms. Xiongan is recognised for housing institutions owned by the state relocated from Beijing. Officials in Xiongan reportedly seek to draw tech companies that could achieve valuations of 10 billion yuan, approximately USD 1.5 billion, and potentially list on major stock markets, including Hong Kong's, over the coming years. Artificial intelligence, satellite internet, and robotics have been identified as key target sectors for this investment.

Xiongan, established in April 2017 following a plan championed by President Xi, encompasses three counties and surrounding areas within Hebei province, situated roughly 100 kilometres southwest of Beijing. Enterprises owned by the state have been prominent among the initial arrivals to the area. For instance, China Satellite Network Group and China Huaneng, a significant power generation company, have both relocated their headquarters to Xiongan. Since 2023, the region has attracted 157 second- and third-tier subsidiaries of central government-owned enterprises, further consolidating its role as a hub for government-backed development.

Proposed export bans and controls on artificial intelligence technologies, according to analysts, could cast uncertainty over the global commercial prospects for domestic model developers. These measures are intended to tighten Beijing's control within this strategically vital sector. A significant point of uncertainty revolves around how open-weight AI technologies, which are typically made publicly available, would be affected by these proposed regulatory controls.

But the dual approach of fostering internal data infrastructure and regulating external technology flow suggests a calculated national strategy. Analysts, as reported by the South China Morning Post, indicate that while these proposed export restrictions might incur short-term costs for domestic companies seeking international markets, they could also yield long-term gains by promoting self-sufficiency and strengthening national control over critical technological assets. The aim appears to be the consolidation of indigenous AI capabilities, potentially leading to a more insulated yet robust domestic industry.

This regulatory environment impacts various layers of the AI ecosystem. From foundational model development to data processing and application deployment, each stage could see adjustments under new controls. Domestic AI organisations would need to navigate a landscape where their access to certain global markets or technologies might be restricted, necessitating increased reliance on internally developed solutions and partnerships within the national framework.

So, the combined initiatives signal a push towards strategic independence in artificial intelligence. The new National Data Group Co provides the foundational data infrastructure, essential for training and developing sophisticated AI models, while export controls aim to protect national interests and prevent critical technologies from leaving the country. This two-pronged strategy seeks to ensure China maintains a leading position in AI development.

  • China established National Data Group Co in Xiongan to manage data resources and advance its AI industry.

  • The Xiongan New Area is attracting technology firms, with a focus on artificial intelligence, satellite internet, and robotics.

  • Proposed export controls on AI technologies aim to consolidate Beijing's control over the sector, despite potential short-term commercial costs.

  • Analysts suggest these measures are part of a broader strategy for national competitive advantage and self-sufficiency in AI.
